The project is designed to support marketing and enforcement of the Indian Energy Conservation Act on state and local level, resulting in improved energy efficiency and lower energy intensity in India. To this end, Energy Conservation Action Teams (ECAT) consisting of professionals from state and local agencies. are established in five Indian states. They prepare market oriented three-year action plans, which are institutionalised by designated state agencies involved in energy efficiency and/or renewable energy. The state specific Action Plans state general policies, a mission, and a vision relating to energy efficiency, renewable energy, support to power sector reform, and greenhouse gas emissions. Building on this information, annual operational plans are prepared, defining deliverables as well as local, state and central government investments necessary to achieve quantified and validated targets. Demonstration projects suggested in the Operational Plans are carried out by accredited energy auditors and their clients in at least 10 selected key urban centres. Project activities focus on facilitating a moderated dialogue between India and Europe as well as among the ECATs in order to support preparation of action plans and operational plans, to ensure financing and agree on achievable targets. Furthermore, domestic and overseas training and exchange of views with policy makers, opinion leaders and professionals in these areas will be arranged. All demonstration projects will be checked for eligibility under the Clean Development Mechanism (CDM) of the Kyoto Protocol, a respective Project Identification Note (PIN) will be prepared and, if feasible, a project design document (PDD) developed for host country approval.

The overall objective is to contribute to marketing and accelerated enforcement of the Indian Energy Conservation Act and the Indian Electricity Act on local as well as state level in support of a sustainable national energy policy.
Enforcement of the energy and electricity act will help decouple economic growth from growth in energy consumption by more efficient use of energy as well as a diversification and shifting of the energy mix towards increased utilisation of renewable energy whenever and wherever technically feasible and economically justifiable. Promoting less energy intensive sectors of the national economy such as the service sector or IT industry may as well decouple economic growth form growth in energy consumption, but is not the objective of this action.
The project’s purpose is to develop the capacity and competence of as well as strengthen the network between all relevant staff at a local and state level in selected states in India in order to meet the challenges of sustainable energy management. Further, the project aims at upgrading the staff's skills in developing, executing and institutionalising Energy Conservation Action Plans and Operation plans as well as in identifying, designing and implementing bankable urban demonstration projects with particular focus on energy conservation and energy efficiency.
More precisely this project aims at:
-- Establishing a network of Energy Conservation Action Teams (ECAT) consisting of members from state and municipal departments dealing with energy, energy efficiency, urban planning, and infrastructure.
-- Consulting, coaching and training of key staff in state agencies and local governments by the newly established ECAT
-- Networking within India and Europe through one-to-one continuous consulting.
-- Defining and strengthening the position of designated state agencies and local departments with respect to stakeholders, the general public, and, most important, state level decision makers.
-- Improving co-operation, exchange and a joint policy between state and local level administration.
-- Promoting the concept of energy efficiency and energy conservation planning in Europe and Asia.
-- Enabling selected states and key urban centres to be one of the first to market and enforce the Indian Energy Conservation Act as pioneers in India and to set a model for Asia. -- Identifying potential demonstration projects in selected cities from hundreds of energy audit reports submitted by accredited energy auditors.
-- Facilitating experience exchange between Europe and India in particular in policy measures
-- Initiating more Clean Development Mechanism projects in India.
