IMPEL Workshop on Licensing and Enforcement Practices in a Cement Plant using Alternative Fuel
The workshop was held 11-13 May 1998 in St. Veit/Glan, Austria. The main objectives of the workshop were to compare the situation in the Member States regarding the use of alternative fuels in cement plants and to give an overview on the current and future requirements of the European Union.
A questionnaire had been distributed to all Member States in advance. The result is presented in the report and it demonstrates, among other things, that there are great differences in:
- Current emission limit values, particularly for nitrogen oxides (NOx) and sulphur dioxide (SO2)
- Requirements on monitoring
- Criteria for input material, particularly waste
- Competent authorities and licensing procedure, e.g. as regards trial runs
The report further contains reports on the legislative background in the EU as well as on Best Available Technology (BAT) for cement plants. There were also contributions by participants to the workshop on the current situation in some Member States. The objectives and results of four parallel working groups discussing, inter alia, monitoring and inspection, emission limit values and the mixing rule and input wastes as alternative fuel, are recorded.
