October 2003 : SYNERGY Project completed successfully

In 2001 an international partnership consisting of the Chinese State Ministry of Science and Technology (MOST), the German Association for the Promotion of International Environmental Technology Transfer (ITUT) and the Center for Environmental Training and International Consulting (CENTRIC AUSTRIA INTERNATIONAL) applied to the European Commission a project under the framework of the SYNERGY PROGRAMME. Although there exists a long history of EU-Sino cooperation in the field of energy and environment, this project was one of the first attempts to start a co-operation concerning the Kyoto Protocol between Europe and China. Appropriate to the new and unexplored situation it was rational to start with training activities first. Now, more than one and a half year after project start, we are pleased to report the successful implementation.
The many activities done and results achieved were reported in detail to give information to all interested parties. This report gives first an overview about the implementation of the operation. In the following chapters the different activities – five training courses in China, a study tour to Europe and a long term training in Europe – are described. A longer part is the textbook of lectures, which were included to the report to enable studying also beside the class. In the final chapter feedback and recommendations are summarized.
We are grateful to the doners of the project, which are the European Commission and the Austrian Ministry of Science, Culture and Education, who have cofinanced the project; further to all project partners, who have balanced the budget with own resources. My personal thanks I have to submit to my Chinese counterparts, in first instance to LI Baoshan and XIN Mingyi acting as project managers on behalf of MOST; further to all local managers and their staff in Chongqing, Hangzhou, Nanjing, Shanghai and Tianjin for their perfect organisation and hospitality. The project would not have been possible so smoothly, if my European collegues Rainer Agster, Thomas Dielacher, Mikael Henzler, Gerfried Jungmeier, Wolfgang Kessling and Karin Stockhammer were not engaged so much all the time. Special thanks earns Lydia Kampl, who managed all neceassry backoffice tasks, which were a lot.
