o Mr. Lefevre, member of the team and chairman of the session introduced the panel of the Workshop. He thanked to UNESCAP for providing the premises and helping with organisation of the Workshop, ACE/EAEF for financial support and mainly to cities for coming. The project deals with the methodology and practise on how energy can be integrated into urban planning in cities. The project is sponsored by EU for developing cooperation among EU and Asia to improve energy supply, increase security of supply and quality of the environment. This project covers all economic activities in cities, including transport, production, and population. The aim is to analyze the situation and to try to transfer the know-how from EU to ASEAN cities. From 12 cities participating in the meeting 3 will be selected to work very closely as host cities. Nevertheless all cities will be beneficiaries of the project as they will get all information developed within the project for 3 host cities. The Workshop is a part of the training; information which people get during the Workshop they will apply when they come home.
o In his welcome speech Mr., Chief, Energy Resources Section of UNESCAP, mentioned, that the international community has put very high stress on implementation of sustainable development since the conference in Johannesburg. We have to tend to sustainability when consuming and producing. There are different participants and stakeholders involved in this process. We are glad that municipalities in ASEAN are involved in the project. Involvement of cities in the process is very important. On the national level, the national government has the leading role but on the local level municipalities play the key role. The municipalities have to care for building infrastructures, which need a lot of energy and have a big impact on the environment. Thus there is a very important role of municipalities in urban planning. The role of the Project deals with a very important issue - integrating energy in urban planning. There should be a multi-partner partnership which should arrange the way to sustainability. o In his keynote address Mr. Keyes, Second Secretary, Delegation of the European Commission to Thailand welcomes participants as a representative of the EU Commission informed about the EU environmental policy. There is not only one sustainable policy of the EU - economic, social and environmental developments should be harmonised. We have to look for a solution which leads to economic development and also to protection of the environment. The current project falls extremely well into the policy of the EU. Energy and environmental issues on the municipal level are of great importance for sustainable development. o In his keynote address Mr. Tjarinto Tjaroko, ASEAN Co-director, ACE/EAEF welcomes the representative of the EU, UN, other organisations, the project team and cities. The current project is one of the projects co-financed by ACE, there are currently 30 energy projects ongoing in ASEAN, by end of the current year there will be 50 projects. The current project started recently in Jakarta. We do have very good relation and cooperation with UNESCAP. ASEAN will get benefits from the current project. All workshop participants briefly introduced themselves and the institutions they represented. o Mr. Tjarinto Tjaroko presents the programme of EAEF activities and programmes. The major aim of the program is to secure power and gas interconnections among individual countries. o Mr. Kohji Iwakami, Energy Resources Section, UNESCAP presents the methodology on strategic planning and management in the energy sector. o Mr. Weihs, Project Manager, introduced the project subject, aims and expected outcomes. o The Project Partners presented their institutions.
In the following discussion the importance of that empower will come from bottom up but from top down was expressed by the representatives of the workshop.
