Technology assessment
This ongoing activity was started after the first company visits and will continue during the whole main implementation phase. The MNCCI team has translated and distributed to the companies the Environmental questionnaire and Input-Output tables. Energy management and Material flow analysis text books were translated also and distributed to the companies.
After the second round of company visits each firm should have gathered detailed information about their individual sites and the processes therein, as well as an inventory of main machines and technologies that are currently in use. This data and information will provide the baseline from which improvements are to be made. It will also flag any archaic practices and/or technologies that are in use relative to standard practice in Europe . In addition, the practices and technologies will be compared with the relevant European BATs for each sector and where these are not available then with best case studies from international experiences. The solutions that this process will identify will provide a basis upon which a framework for technology improvements into the future can be established rather than short term, less expensive improvement options.
Technology Assessments were continued during the whole main implementation phase. The assessment was methodology based on the CP Assessment Report Form, which has been distributed to the companies and filled in by them partly already during the first project year The observations of the site visits, the available data submitted by the companies and the periodically updated CP Assessment reports were evaluated and compiled into visit reports including suggestions and recommendations. These materials were translated by the Mongolian partner. A list of benchmarks and technologies to assist with identifying CP opportunities were prepared by evaluating existing case studies and references from European BREF documents etc. These were sent to the Mongolian partners for review and translation and forwarding to the relevant participants. Further a list with individual suggestions and recommendations for each company to improve and realize CP options was compiled. It was used by the Mongolian partner for on-site discussions in the companies. The format how to evaluate the costs and benefits of such options was explained during the third company workshop. The Mongolian partner made a number of visits in the companies for on-site discussions from September 2007 to March 2008. The expert team has received meanwhile finally updated CP Assessment reports. They are the starting point for the final evaluation.
