Objectives
The project addresses the need to manage CO2 emissions in the industry as main source of anthropogenic CO2 emissions in China. With respect to this problem analysis the overall objectives of the project are:
- Improve the environmental (resource/energy efficient) and economical (cost efficient) performance of the Chinese industry by more efficient use of energy resulting from sound CO2 management.
- Strengthen the technology dialog and partnership between Europe and China concerning CO2 and climate change, to feasible common efforts of two important economies to meet their global responsibility.
- Prepare the ground for co-operation on concrete technology levels, expressed for example in terms of emission trading, by generating a common understanding and by harmonizing and standardizing approaches.
The specific objective of the project is capacity building for CO2 management in China through education and training of a first stock of about 25 advanced Chinese CO2 management experts, who should be able to contribute as multipliers to the long-term and overall objectives of the project:
- Having build up a common understanding of the CO2 problem and the climate change on scientific and political level and the role of world economies, in particular of China, to take responsibility.
- Will have received the theoretical and practical skills to set up CO2 management systems in industries according to international standards.
- Being able to realize the assets of CO2 management on practical terms to improve the performance of industrial companies.
- Having understood new market-based instruments like emission trading and being able to set up such international projects in proper and eligible way.
- Being able to follow up with own CO2 management projects and further capacity building measures using the guideline for CO2 management in China, which will be developed during the project.
- Being able to make valuable contributions to policy making on governmental respective industrial level by communicating the assets of CO2 management and its various dimensions in professional manner.
In summary, the project intends to make CO2 manageable in China more proper by means of best practice experiences from Europe to be used by a first stock of qualified Chinese experts as main result of this project.
