The practical measures to achieve the reduction goal for GHG include energy technology options with lower GHG emission factors (energy efficiency improvement, fuel switching, use of renewables) and sink options (afforestation, reforestation).
The main sectors for applying the technology options are transportation, residential heating and electricity production. The options are basically known but generally result in higher energy cost for the consumer. To compensate the higher cost energy or carbon taxes are considered for fossil fuels. To develop this further a system for a global “carbon economy” will be established allowing the trade of both emission reductions and enhancement of sinks in national and international projects.
